Will it be feasible to use CCTVs to nab high-rise litterbugs? #reachsg

Over the past two years, the number of complaints on high-rise littering has increased by 78%, from 2,499 complaints in 2008 to 4,449 feedbacks last year. One of the challenges in catching high-rise litterbugs is that most offences are committed at night when it is not possible to identify the culprits. To tackle this problem, Minister of State for Environment and Water Resources, Dr Amy Khor, shared that the National Environment Agency (NEA) is conducting pilot trials with closed circuit TV and surveillance cameras to facilitate enforcement action. However, she pointed out that some constraints with the use of surveillance cameras, such as the placement of cameras, lighting, zoom-in capabilities, weather conditions, placement of obstruction like trees and availability of sites to mount the cameras, would affect the quality of the video clips, and hence their admissibility...
