IT IS clear that the supply of new Certificates of Entitlement (COEs) cannot satisfy current demand, despite the Government saying it will spread the reduction in COEs over three years ("More time to adjust to COE cut", Jan 11). I would like to ask the Land Transport Authority (LTA) to consider making the COE system more flexible by allowing existing holders of COEs to register new cars under the same COE. For example, a car owner with an existing COE that dates from 2006 would have about six years of use left before the 10-year expiry. Why can't he scrap the existing car and re-register a new one under the existing COE, instead of having to bid for a new COE? The old COE would leave his new car only six years of use, true, but realistically most of us do not stick with a car for 10 years anyway. This would help dampen demand for new COEs at the same time that motor-trader...
