Netizen? That’s not what my passport says…

The term “netizen” best encapsulates users who fall within the 1% of users in the participation inequality pyramid (http://www.useit.com/alertbox/participation_inequality.html ). Essentially, 90% of users read and observe but do not contribute (e.g. the readers of this blog), 9% of users participate from time to time (e.g. commentators on this blog), and final 1% of users are the most active contributors whose contributions make up most of the material on the web (e.g. YOU – the writer of this blog). Hence, I would argue that anyone within that 1% is a netizen. In fact someone who uses social media is probably only a 9% user and not really a netizen. However, if that social media user regularly posts long status updates elucidating his/her views on any topical subject, he/she then may fall within the 1% category.
