<p>A POSTAL officer asked for loans amounting to $11,350 from courier companies under his watch - and these firms were too frightened to refuse him. Phang Soo Chyi, 42, and now a taxi driver, was fined $20,000 on Tuesday and ordered to pay a penalty of $8,350 for accepting gratification corruptly.</p><p>A district court heard that, as the assistant manager of Singapore Post's Sameday Islandwide Operations for the eastern region, Phang had the power to penalise the courier companies that failed to meet the service standards in the collection and delivering of parcels within the same day in Singapore. He was also in the position to grant monetary incentives to firms that performed well.</p>
