SINGAPORE - The Health Sciences Authority (HSA) said it is "closing monitoring" any new safety data relating to the chemical quaternium-15 found in some cosmetic products in Singapore. The HSA was responding to Today's queries after an international coalition of health and environmental groups - the Campaign for Safe Cosmetics - had urged consumers to boycott Johnson & Johnson baby products because some versions of its baby shampoo contained potentially cancer-causing chemicals - 1,4-dioxane and a substance called quaternium-15 that releases formaldehyde. A HSA spokesman said that 1,4-dioxane is not permitted as a cosmetic ingredient and cannot be intentionally added to cosmetic products under the ASEAN Cosmetic Directive which sets regulatory requirements for cosmetic products in the region. Quaternium-15, however, is a listed ingredient in Johnson & Johnson's Baby Shampo...
