According to a survey by the Indonesia Corruption Watch (ICW), there were 38 corruption cases in the North Sumatra during the second half of 2010, placing it on the top of its list of provinces with the greatest number of graft cases. The cases allegedly caused Rp 179 billion (S$26 million) in state losses, according to the ICW. Following North Sumatra on the list for the second half were Bengkulu (23 cases) and East Java (20). North Sumatra's position also topped ICW's list in the first half of 2010 with 26 graft cases, followed by West Java (16 cases) and Central Java (14).
