That is because traditional censorship is now a thing of the past as the Media Development Authority (MDA) goes for classification and co-regulation instead. Distributors have the option to edit their films to meet classification guidelines, and films are classified based on the content submitted. MDA’s director of Content and Standards, Ms Amy Chua, told The New Paper the R21 rating allows distributors to bring in films with adult themes and content, as long as they are not exploitative, pornographic or obscene in nature. With the Dual Rating Policy, distributors can also edit and screen two versions of the same movie, each with a different rating.
