Over the next five years, the Housing Board will upgrade 160,000 flats under the programme, an increase of three times compared to the last five years where 50,000 flats were picked. Of these, 5,800 have been completed. The Home Improvement Programme was launched in 2007 to upgrade flats built before 1987. The flats will undergo repair works such as fixing spalling concrete, replacing waste pipes and new electrical wiring. Repair works are free, w...
