SINGAPORE - Mediating neighbourly disputes over noise disturbances or anti-social behaviour, catching snakes, lizards and monkeys and rescuing pets that are trapped - episodes like these have diverted the precious time and resources of the police away from crime and public-order incidents. In fact, the police received more than 430,000 non-urgent calls last year - or an average of almost 1,200 a day. And short of saying that the police would stop stepping in to resolve neighbourhood issues, Minister for Home Affairs K Shanmugam said yesterday in Parliament: "It is a measure of our success that the police are seen as a community resource and a means of resolving neighbourhood issues. However, in future, we do need to lessen the non-core work police officers are performing so they can concentrate on their central mission." Mr Shanmugam, who is also the Minister for Law, said...
