S'pore should set up a disaster council and fund

The earthquake and aftershocks in Christchurch, and now the earthquake, tsunami and nuclear radiation leaks in Japan, are stark reminders to all governments that one of their key policy objectives is to be mindful of potential future disasters; and to crystallise practical, pre-emptive measures to minimise the impact, with dynamic contingency plans to promptly deal with disasters. The wealthy private sector must acknowledge its responsibility to aid the government in this effort. It is not advisable to leave such assistance on an ad-hoc basis. There is enough evidence that progress and modern infrastructures can all be wiped out with just one major national disaster, not to mention the heavy loss of lives and other property damage. The tragedies which have befallen countries such as Australia, New Zealand and Japan, are deeply felt, but we must also learn from them. Our na...
