SINGAPORE: Countries involved in discussions on the disputes surrounding the South China Sea are making progress, says Singapore Foreign Affairs Minister, K Shanmugam. Speaking to Singapore media on the sidelines of the ASEAN Summit, he says China has expressed an interest to be involved in negotiations and move it forward, and ASEAN welcomes that. Mr Shanmugam says the momentum must not be lost, and the key is to move quickly. "How do disputes between countries on territorial matters or any other matters, how do they get resolved. You either resolve through force which no one wants or you have to negotiate. But if parties don't want to negotiate and you know, it is often not easy to take two countries, when countries have a problem to bring it to adjudication unless both countries agree.
