WE REFER to Mr Siva Govindasamy's letter on "Spalling woes need long-term fix", March 29. Spalling concrete usually occurs in older flats due to wear and tear over time. As Mr Govindasamy is aware, flat owners are responsible for the maintenance and upkeep of their own homes. Nonetheless, the HDB recognises spalling concrete as a common concern of HDB residents. Where spalling concrete occurs as a result of a ceiling leak at the kitchen or toilets, the HDB has a Goodwill Repair Assistance (GRA) scheme to facilitate the repairs. Under the GRA, the HDB will co-pay 50 per cent of the repair cost. The balance 50 per cent of the repair cost would be paid by the affected flat owners. In addition, spalling concrete is also addressed under the HDB's Home Improvement Programme (HIP).
