Dog locked in car on rooftop lot for 20 min, but owner says weather is ok for pet

This Jack Russell Terrier was locked in a car on a rooftop carpark for at least 20 minutes, said STOMPer John. The STOMPer point out that while the owner may have left the window slightly open for ventilation, the inside of a car can still get very hot given Singapore's recent weather conditions. Said the STOMPer in his email: "My friend came across a Jack Russell Terrier in a car parked on the roof of a multi-storey carpark next to NEX mall in the hot sun. "There was a small slit to ventilate but it is as good as no ventilation. We don't know how long the car was parked there before we arrived because we were there for only 25 min. "So the SPCA was alerted and they arrived at the scene within 10 min. "Roughly 20 min later the vehicle owners returned to car and argued that the weather was fine enough to validate their actions.
