CRA confident integrated resorts can self-regulate

SINGAPORE: The Casino Regulatory Authority (CRA) said it is confident that its licensees, namely Marina Bay Sands and Resorts World Sentosa, would be able to self-regulate. But it is not discounting the possibility that they may bend the rules. "There will be cases where the casino operator will not view self-disclosure as a win-win situation for both the regulator and the regulatee, no matter how logical we may think it is. Hence, the CRA will be obliged to take a tough regulatory stance and an interventionist, adversarial approach should the situation require," said Mr Richard Magnus, CRA chairman. Mr Magnus was speaking at the 23rd Singapore Law Review Lecture Friday evening. The lecture, which discussed casino-based gaming in Singapore, was attended by some 200 students, practitioners and the judiciary.
