MELBOURNE - Floods spread to rural communities in Australia's southern Victoria state yesterday, forcing the evacuation of more than 3,500 people, as residents in Queensland worked to clean their homes and offices. Some towns in Victoria, the country's second-most-populous state, are predicting the worst floods in 100 years. Forty-three towns, mostly in the north and north-west of Victoria, have already been affected with more than 1,400 properties flooded. Communities sandbagged their properties after water levels in four river systems rose from heavy rains upstream. The flooding began last month in the northern mining state of Queensland and has caused billions of dollars in damage from broken infrastructure, lost commodity exports and the paralysis of the state capital, Brisbane.
