SINGAPORE - With recent changes announced to the teaching of Mother Tongue, residents at a Bukit Timah dialogue session yesterday voiced some of their concerns on the issue. One resident wondered if primary school students can learn a second language like Mandarin well, given that most speak mainly English at home. In response, Education Minister Ng Eng Hen suggested that one way to improve children's ability to pick up a second language is to provide a balanced language environment from the time they are young. Dr Ng noted that children, who predominantly speak English at home will be better able to absorb and learn their Mother Tongue if they spend 70 per cent of their time in kindergarten using the language. In the same vein, children who speak their Mother Tongue at home most of the time, should be enrolled in kindergartens using English. Dr Ng, who is also Second Defe...
