This was a key conclusion from a 2007 study conducted by the Institute of Policy Studies, which generated various scenarios of Singapore's population trends. One of them assumes that Singapore's TFR will rise gradually to 1.85 by 2025 before stabilising at that level, and that there is zero net migration.
