BEIJING - Beijing's municipal government held its first lottery for car plates yesterday as it seeks to ease traffic jams in the capital. Applicants outnumbered available permits by almost 11 to 1. A total of 187,420 car buyers vied for 17,600 new car plates distributed through lottery yesterday morning, with the draw broadcasted live on television and the Internet. The restriction on new plates is part of measures taken by the municipal government to ease traffic jams. Motorists ranked Beijing as having the most "onerous" commute in the world, when factors such as traffic predictability, petrol prices and emotional stress were included, according to a survey by International Business Machines last year. Beijing will cap total car licence issuances at 240,000 this year, with 88 per cent of them going to individual buyers. The city will pick individual plate winners on the ...
