SINGAPORE - From society to Government and businesses, the advancement of infocomm technology has spawned numerous benefits - as well as pitfalls. Speaking yesterday at the opening of the two-day Singapore Global Dialogue, Deputy Prime Minister Teo Chee Hean (picture) spelled out the "central dilemma" facing everyone: How to balance the benefits which the Internet has created "in terms of openness, accessibility and convenience, against the risks of abuse, exploitation and criminality", as Mr Teo put it. Announcing the setting up of the National Cyber Security Centre (NCSC) - which will boost the Republic's national capability to counter cyber security threats - Mr Teo also noted that cyberspace has facilitated social connections, social change and activism.
