Corruption is a complex problem. No one reason explains why it exists and no country in the world is completely free from it. Corruption does not lend itself easily to quick and easy solutions, especially in a country like India where it has evolved over many generations. But looking at the celebrations on the streets of New Delhi on Aug 28, you might have thought that the battle has already been won. The development the crowds were celebrating was indeed important. Following a 12-day hunger strike by social activist Anna Hazare, who had been lobbying the government to bring in a new anti-corruption law, a breakthrough had finally been achieved. The ruling and opposition parties passed a Parliamentary resolution pledging bipartisan support for Mr Hazare's demands. At the centre of these demands was the Jan Lokpal Bill, which would create an independent ombudsman empowered ...
