Is this not identity theft?

I REFER to the letter "Look into NRIC scams" (Sept 23). A few weeks ago, I received a StarHub bill, bearing my name and address, for a mobile line and outstanding charges for an Internet connection. I do not have either of these accounts with StarHub, but I was told this was impossible, as it makes stringent checks based on original identity cards and facial recognition. After repeated calls, one of the emplyees let slip that the account was opened under a Foreign Identity Number. I am a Singaporean. With this information, I was then advised to make a police report. At the police station, I was told that I could make a report only "for my own records" because no crime was committed yet. But if someone pretends to be you and tries to cheat/mislead individuals or companies using your identity, is that not identity theft? What then protects me from unscrupulous individuals us...
