S'pore foster family trying to adopt young boy it cared for for years, but MCYS says biological mum has parental rights

But the Ministry of Community Development, Youth and Sports (MCYS) said his biological mother, a Malaysian, has parental rights to the child. They have since returned to Malaysia. The boy, who cannot be named because he is a minor, was born out of wedlock. His father is Singaporean.
