Landlords are expected to focus more on occupancy than on rental values given the spectre of the upcoming options available from the new developments. It is also evident that some occupiers have been holding off premises planning in anticipation that the market may move in a favourable direction and they can take advantage of more competitive lease terms. With the gap in expectation levels between landlords and prospective tenants narrowing, we expect increasing interest in the upcoming developments, leading to pre-lease commitments. However, it should be noted that Singapore’s office market cycles are becoming shorter and less volatile. With limited supply after 2018, the market could find support sooner than anticipated by market players. Occupiers may want to apply caution in assuming that favourable market conditions will be normalised over a medium to long term horizon.
